The thing is Brunson and SGA were on the team last year. So it's more about looking at who was also on the team that is disqualified and also looking at the fact that Fox made it 2 years ago. He's right on the cusp so the dq's are going to matter.
If you look at Fox vs. Lillard, Fox is ahead in all the counting stats except assists. Lillard hasn't made All-NBA since 2021.
I would bet on Fox making it over Cade.

okay further follow-up as a did some double checking. Let’s say 7 guards make it.
on for sure: SGA 1st, Mitchell 4th
highly likely on: Lilliard 4th, Brunson 3rd
Then you have teams in the playoffs now: Ant, Cunningham, Haliburton, Harden, Garland, Young,
that assumes Curry, Doncic, Kyrie and Ja don’t qualify and Brown gets classified as a forward.

For reference and not saying this is gospel but here's The Ringer's Top 100 updated Jan 16. Fox at 19 and I think 5 guys in front are DQ'd already.

You point out the teams are positionless. I think it means it’s far more likely you get 10 front court guys and they put Brown as a guard.

James, Towns, Green, Sengun, Domas, Harden, Williams, Jackson Jr, Trae or Lillard
If the Kings move up to 5th then Fox joins the list. If Houston or Memphis remains 3rd one of Green, Sengun or JJJ is a lock.

I mean I forgot to add James to my list and Haliburton with Indy 5th in the East and Cunningham at 8th. If you feel LeBron is a lock then it’s two from

Sabonis is 11th (and it seems to be a "lock" All NBA) Fox is 20th and none of the players above him has missed many games to be non-eligible.
From those written before Brown is for sure not a lock at the moment, he has to "up" his game/stats and the Celtics should do the same as well.
Fox is part of a team with 3 players averaging 20 points per game won't be easy to fit any All-NBA team if Sacramento won't make it straight to the playoffs (finishing 6th and above in the West).In general there are many players that can make it,half a season left, he will need many more not to be eligible or to improve his stats a lot and carry Sacramento to a higher position than the current one.
