It's happened at least once: DeAndre Jordan was First Team All-NBA for 2015-16, and did not make the All-Star team that season.

EDIT - Jordan also made the Third Team in 2014-15, despite not being an All-Star. And Goran Dragić made the Third Team in 2013-14 as well.
