San Francisco wins coin toss for sixth pick in draft February 24, 2006
INDIANAPOLIS (AP) -- The San Francisco 49ers won a coin toss Friday and will get the sixth pick in the April draft, followed by the Oakland Raiders.
The Bay Area teams both finished 4-12 last season, tying for the sixth and seventh picks. Because they also tied on strength of schedule, a coin toss was required.
The draft will be held in New York on April 29-30. Houston, New Orleans, Tennessee, the New York Jets and Green Bay have the first five picks.

I thought the Raiders won the toss right after the season ended?

Anyways, I've heard this is potentially key, as some teams want to trade up to attempt to grab Jay Cutler.

I don't think it's that much of a big deal, unless someone trades up to grab someone we want. If Cutler falls past 5, he's going all the way to 8 (Alex Smith's contract and Andrew Walter's Al-Davis-popularity), so I don't think that's a big deal. More or less, it only is very impactful if both teams REALLY like one of the defensive players, and don't much like any others. In that case, the Raiders will just have to take the lesser player.
