Two ways to looks at this. Either they really don't have anything finalized with Anaheim yet...good for Sacramento because they're (the Maloofs) running out of time. Or, it's code for "the deal is done and we'll be announcing it after the final game". Whatever happens, it will be a relief when April 18th has come and gone. It seems clear that it is not a done deal. The 18th is only the beginning of the process of finding out if they will move and how much it will cost etc etc.

Yes. No NBA vote or application to move guarantees they will leave.
