On June 30, 2011, the Kings traded Omri Casspi and a protected future pick to the Cleveland Cavaliers for J.J. Hickson. That protected future pick was later sent by Cleveland to Chicago*. After several years of this pick falling inside of its protected range and not being conveyed, the obligation will, in one fashion or another, be fulfilled in the 2017 draft. For the 2017 draft, if the Kings' first-round pick falls within the #11-#30 range, that pick will be conveyed to Chicago. If the Kings' first-round draft pick falls within the #1-#10 range, it is protected and will not be sent to Chicago, who will instead receive the Kings' second-round pick.**

On July 9, 2015, the Kings traded Nik Stauskas, Jason Thompson, and Carl Landry into Philadelphia's cap space. Along with the NBA players in this trade, the Kings received the draft rights to two foreign players, and the Kings made various draft concessions to Philadelphia. The relevant concession for the 2017 draft is that Philadelphia has the right to swap first round picks with the Kings, so long as the Kings retain their pick (that is, that it falls between #1 and #10 in the draft).

Please note that the pick going to Chicago was traded prior to the pick swap in favor of Philadelphia. This means that the obligation to Chicago will be fulfilled first, and then the obligation to Philadelphia will be fulfilled, if any obligation exists. The trade with Philadelphia was carefully written to ensure that this order of events would occur.

As a result, it is NOT POSSIBLE for Philadelphia's pick to end up in Chicago's hands. The scenarios are as follows:

Apply the rules for Chicago first
Chicago A: The Kings' first round pick is #11 or worse - Chicago gets the Kings' first-round pick
Chicago B:
The Kings' first round pick is #10 or better - Chicago gets the Kings' second-round pick

Apply the rules for Philadelphia second
Philadelphia A: If Chicago A - Philadelphia keeps their own first-round pick
Philadelphia B: If Chicago B AND Philadelphia's first-round pick is better than the Kings - Philadelphia keeps their own first-round pick
Philadelphia C: If Chicago B AND the Kings' first-round pick is better than Philadelphia's - Philadelphia swaps picks with the Kings

The Kings depend on what happens above
If Chicago A - Kings have no first-round pick, keep their second-round pick
If Philadelphia B - Kings keep their own first-round pick, have no second-round pick
If Philadelphia C - Kings swap first-round picks with Philadelphia, have no second-round pick

Those are the only possibilities.

*Please note that it is plausible that any draft pick obligation described in this post may yet be traded, as the trade of the obligation from Cleveland to Chicago exemplifies. This post assumes that no further trades of these picks will be made, but in the event that they are, the same logic will apply.

**Technically, prior to the trade with Cleveland, the Kings had traded their 2017 second round pick, protected for picks #31-#55 to Boston, so if the Kings' second-round pick were to fall in the #56-#60 range, Chicago would receive nothing. Clearly, the Kings' second round pick will NOT fall in the #56-#60 range. Also, note that if it did, the first round pick would convey to Chicago anyway.
